HOW TO COMBINE LIQUID AND POWDER HIGHLIGHTER MAKEUP FOR A BLINDING DREAM

A Tale of Two Highlighters

First and foremost, let’s be clear that liquid and powder highlighters are not the same, and therefore serve different purposes.
